15th Hunan-Taiwan Cooperation Conference on Economy, Trade, Culture Opens in Changsha

The 15th Hunan-Taiwan Cooperation Conference on Economy, Trade and Culture, also the 1st Yuelu Mountain Forum on Industrial Cooperation Across the Straits, (‘One Conference, One Forum’ in short), opened in Changsha on October 21, 2021.


Zheng Jianbang, vice-chairperson of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and executive vice-chairman of the central committee of the Revolutionary Committee of the Chinese Kuomintang, delivered a video speech.


Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and Hunan governor, attended and addressed the conference. Long Mingbiao, vice director of the Taiwan Work Office of the CPC Central Committee and the Taiwan Affairs Office of the State Council, and Wu Lan, deputy secretary of the CPC Hunan Provincial Committee, were present.

Zheng remarked that, we celebrated CPC’s centenary lately. President Xi Jinping delivered a speech at the ceremony, looking back on the glorious journey the Party has traveled over 100 years of struggle, and looking ahead to the bright prospects for the rejuvenation of the Chinese nation. China has realized the first centenary goal, and we are now marching toward the second centenary goal of building China into a great modern socialist country in all respects. China’s national rejuvenation has become a historical inevitability. The compatriots on both sides of the Taiwan Straits should recognize the prevailing trends of history, and be committed to the great course of national reunification and rejuvenation.


He pointed out that, continuously held since 2005, this annual conference is an important platform for the cross-Straits exchange and cooperation on economy, trade, and culture. Hunan takes the opportunity of being approved to building a cross-Straits industrial cooperation zone to launch the first Yuelu Mountain Forum on Industrial Cooperation Across the Straits this year. It is of great significance to promoting the construction of the zone, while boosting cross-Straits integrated development. He hoped that, in the course of national rejuvenation, people on both sides of the Straits will achieve more cooperation outcomes in Hunan, and open a new chapter of cross-Straits exchanges and cooperation; and further, jointly shoulder the historic responsibility of national reunification and rejuvenation.

Governor Mao noted that, since the Hunan-Taiwan cooperation mechanism was established in 2005, Hunan and Taiwan have constantly deepened economic and trade cooperation, and conducted closer cultural communication. Taiwan region is the second largest foreign investment source for Hunan, and contributes the second largest number of tourists to the province. Hunan will thoroughly implement President Xi Jinping’s discourse on Taiwan Affairs, take the initiative to serve the central government’s work toward Taiwan, coordinate with the opening up strategy, and carry out the Three Highlands and Four New Missions Strategy. Hunan will take the opportunity of constructing national cross-Straits industrial cooperation zone, to create new strengths in industrial cooperation; establish new platform for people-to-people exchange, to open a new chapter of cross-Straits cultural communication; deepen integration of supply and industrial chains; and, constantly enhance, expand, and deepen non-governmental interactions in various fields, in order to boost cross-Straits cultural communication in greater depth and in more areas.


Hunan will implement the 59 provincial preferential measures toward Taiwan, to improve business environment to a market-oriented, law-based, and international level, Mao said. We will strive to show “Hunan’s enthusiasm” to Taiwan compatriots and businessmen, boost Hunan-Taiwan cooperation to a new level, and make new contributions to rejuvenating the Chinese nation.




The Hunan-Taiwan Cooperation Conference on Economy, Trade and Culture has been held for 14 sessions. It is an important platform for cross-Straits exchanges, and a featured brand in central China for promoting cross-Straits communication. This year’s session, themed “Deepening Cooperation and Promoting Integrated Development”, would be held both online and offline. Participators from both sides of the Straits will exchange their views on promoting cross-Straits industrial cooperation, deepening cross-Straits integrated development, implementing national preferential policies for Taiwan, and leveraging advantages of the cross-Straits industrial cooperation zones.


He Baoxiang, vice governor of Hunan, and Deng Qunce, secretary general of the Hunan Provincial People’s Government, attended the opening ceremony.


A signing ceremony was held after the opening ceremony. Thirty-five cooperation projects were contracted, with a total investment of 9.15 billion yuan.
