Hunan Pilot Free Trade Zone Scope Announced

Approved by China’s Ministry of Commerce and the Ministry of Natural Resources and the Hunan Provincial People’s Government, the Hunan Department of Commerce announced the scope and sketch map of the China (Hunan) Pilot Free Trade Zone on January 1, 2021. 


The China (Hunan) Pilot Free Trade Zone has 119.76 sq km in three locations – 79.98 sq km in Changsha, including 1.99 sq km in the Changsha Huanghua Comprehensive Bonded Zone; 19.94 sq km in Yueyang, including 2.07 sq km in Yueyang Chenglingji Comprehensive Bonded Zone; and, 19.84 sq km in Chenzhou, including 1.06 sq km in Chenzhou Comprehensive Bonded Zone. 


The Changsha part stretches from the airport linking-up road, Longfeng Avenue, Changsha-Zhuzhou Expressway, Dongliu Road, Dongsi Road, and Chuanhe Road in the east, to Zhishisan Road, Xiangzhang East Road, Laodong East Road, Qiujiang Road, Airport Expressway, Xin’an Road, and Yuanda Road in the south; and, from Beijing-Hong Kong-Macau Expressway, East Second Ring Road, Binhe Road, Dongyi Road, Heping Road, Changsha-Zhuzhou Expressway, Chatang Road, and Yuansan Road in the west, to Changfeng Road, Liangtang Road, Sanyi Avenue, Renmin East Road, Binghe Road, and Laodong East Road in the north. 


The scope of the Changsha location covers the Changsha Economic and Technical Development Zone; Changsha Airport Economic Demonstration Zone; Huanghua Comprehensive Bonded Zone; High-speed Railway New Town; Longping Hi-tech Park; and, Gaoqiao Grand Market. It focuses on implementing the “Belt and Road” Initiative; airport economy, and gives priority to developing hi-end equipment manufacturing; new-generation information technology; biological medicine; e-commerce; and, agricultural science and technology. It will be built into a world-class hi-end equipment manufacturing base, a high-end modern service center in China’s inland areas, a pioneer of China-Africa economic and trade cooperation, and a growth pole of the rise of central China. 


The Yueyang part stretches from Suizhou-Yueyang Expressway in the east, to Leigutai Road (plan), Lianjiao Road, and Xinggang Road in the south; and, from west side of the Yangtze River Dike Road in the west, to Daolu Road, Songyang Lakeside Line, Huanhu Road, Yungang Road, Juyuan Road, and Songyanghu Road in the north. 


The scope of the Yueyang location includes the Chenglingji New Port Area, and Chenglingji Comprehensive Bonded Zone. It focuses on implementing the Yangtze River Economic Belt Development Strategy, and gives priority to developing port economy, shipping logistics, e-commerce, and new-generation information technology. It will be built into a comprehensive shipping logistics center on the middle reaches of the Yangtze River, and a port economy demonstration zone in China’s inland areas. 


The Chenzhou part stretches from Linyi Avenue, Donghe West Road, Tangxi Avenue, and Shanhe Road in the east, to Luxian Road, Fuyuan Road, Houying Avenue, and Fudu Road, in the south; and, from Chenyong Avenue, Linyi Avenue, Jingui Silver Industry Co., Ltd., Qingnian Avenue, Qianlihushan Real Estate, and Xihe Road in the west, to Xuzi Road, Dongbo Road, and Shihu Road in the north. 


The scope of the Chenzhou location covers the Chenzhou Hi-tech Industrial Development Zone, and the Comprehensive Bonded Zone. It focuses on contributing to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and direct connections between Hunan, Hong Kong and Macau, and gives priority to non-ferrous metal processing and modern logistics. It will be built into an important inland platform for industrial transfer and transformation and upgrades of processing trade, and a demonstration zone for cooperation between Hunan, Guangdong, Hong Kong, and Macau. 


The China (Hunan) Pilot Free Trade Zone was approved in September 2020. Since then, the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government have taken the zone as an important drive for the implementation of the “three highlands and four new missions” strategy, and planned and boosted its construction in a high-standard and high-quality manner. Over the past three months, it has 705 newly-registered businesses, and introduced 75 key projects with a total investment exceeding 108.5 billion CNY.
